Th e paper analyzes the state and management of country’s economics. A tuple of event-driven optimal management as a method of artifi cial intelligence has been developed. Th e characteristics of event-driven quality management of associative and structurally complex systems and processes are given. Th e events and probabilities in the management of economics and the state are considered. A measure of invalidation has been introduced for parameters. Th e method of synthesis of the probability of an event based on expert information is presented. Th e necessity of orthogonalization of the logical function and the transition to the probabilistic function have been substantiated. Th e eff ect of repeated initiating events is considered. One-dimensional optimization of the system on a logical model instead of arithmetic multiparameter optimization is presented. Schemes for managing of development and exit of economics from stagnation are given. Th e tools for event-driven quality management of systems and processes are described. Th e analysis of the shortcomings of the existing economic theory and the possibility of their elimination is carried out.
ENTERPRISE RISK MANAGEMENT
Th e article considers the mechanism of identifi cation of risk factors, where special attention is paid to the peculiarities of the manifestation of a risky situation. In addition, attention is paid to the process of performing risk identifi cation at the initial stage of risk management, which necessitates the re-implementation of risk identifi cation at subsequent stages of risk management. Th e process of identifying risks in agricultural enterprises is specifi c, since agriculture diff ers from other industries in the composition of the means of production, the social structure of production and the purpose of the products produced. With the help of analytical indicators, we considered the risk factors of the external environment of agricultural enterprises in Russia — economic, social, legal, institutional, geographical and technological environments in which an agricultural enterprise has to act and to the dynamics of which it is forced to adapt.
Th e purpose of this article is to develop tools for assessing the risks of enterprises, used both to assess the current activities of enterprises and during the implementation of investment proj-ects. It is supposed to be used both as the main risk assessment tool, for example, for small and medium-sized enterprises, and as an additional tool, mainly for large enterprises, for making a preliminary decision on the feasibility of the project. Th e developed tools include a comprehen-sive risk assessment system, which provides a fundamental basis for calculations, and a soft ware product that signifi cantly optimizes the calculations of a complex integral risk indicator. Th e risk assessment system represents individual risks, grouped by 51 risk groups. Making calculations using the developed risk assessment tools involves assigning to each risk the characteristics of assessing the level of infl uence by selecting the characteristic most appropriate to the current level of risk. A standard version of indicators is proposed for each risk and characteristics cor-responding to "high", "elevated", "medium", "moderate" and "low" risk levels. Based on the results of the analysis, a complex integral risk indicator is formed, which is a quantitative risk assessment, which allows you to classify an enterprise into one of three groups: "eff ective enterprise / project", "enterprise / project requiring improvements", "ineffi cient enterprise". To optimize the calcula-tions, the authors have developed a soft ware product that allows for analysis with a signifi cant reduction in the time spent on its implementation. In general, the use of the developed risk as-sessment system and tools makes it possible to signifi cantly optimize the risk assessment process and reduce the costs of analisys.
RISKS OF DIGITAL TRANSFORMATION
Digital transformation has a signifi cant impact on economic processes. It is usually associated with new opportunities. But it can also lead to risks. Th is article deals with the crucial elements of the digi-tal transformation of a gas transportation enterprise. Analyzing its current digital state, the goals and objectives of the digital project are determined. Th e project risks are identifi ed, evaluated and treated.
HEALTH RISKS
Th e article describes the construction of a generalized assessment of the incidence of COVID-19 in the regions of the Russian Federation. Th e mathematical model includes normalization of relative morbidity indicators, which allows comparing the incidence rate in diff erent regions and the degree of change in morbidity. Based on the developed scale of epidemiological safety and the risk of disease spread, the assessment of the level of disease and the spread of COVID-19 in the subjects of the Volga Federal District is carried out.
The relevance of the study is due to the fact that a comparative analysis of the incidence of COVID-19 by region is currently one of the main conditions for identifying factors in the spread/localization of the disease, assessing the eff ectiveness of eff orts and developing a system of measures to counter the spread of the disease.
RISKS OF SUSTAINABLE DEVELOPMENT
Th e article discusses practical aspects of sustainable development necessary for the introduction of public-private partnership in the work of the Institute in the Russian Federation. Th e author analyses the requirements of the fi nancier for a private partner in terms of sustainable develop-ment mechanisms in diff erent countries of the world. Th e requirements that currently exist in the methodology for calculating the economic effi ciency of public-private partnership projects in the Russian Federation are also analyzed. Th e article describes not only diff erences in effi ciency assessment mechanisms, but also proposes an author’s method of integrating the principles of sustainable development into fi nancial mechanisms for implementing public-private partnershipprojects. Th e author proposes to change the methodology for assessing the risks of public-private partnership projects, introduce into the Russian methodology for assessing the eff ectiveness of projects requirements not only on the need to substantiate the applied calculation mechanisms, but also on the development by a private partner of strategies for the sustainable development of the project, as well as a strategy for the sustainable development of the project region. Th e changes will qualitatively supplement the fi nancial settlement mechanisms that aff ect the implementation of all public-private partnership projects in the Russian Federation, including minimizing thefi nancial risks of the state partner.
