Abstract

Management of the disturbed tundra soils risk in gas industry made by their recultivation and biochemical assessment of this process effectiveness on basis of the method protected by patent of the Russian Federation for invention No. 2672490 is described. The method allows correctly, quickly and in wide scales to control the recultivation effectiveness of disturbed tundra soils of different taxonomical (classification) units, i.e. differing on series, species, genus, subtypes and types of soils on territories of the gas industry functioning.

ENVIRONMENTAL RISK

Abstract

The article is devoted to the problem of reducing the risk of loss of soil diversity in the Russian Federation. The methods of quantitative assessment of the degree of soil degradation are considered. The discussion points of compiling the Red Book of Soil and its difference from the Red Book of plants and animals are analyzed. The main way to preserve the diversity of natural soils is to ensure the representativeness of the system of specially protected natural areas (PA). The representation of soil diversity in the modern network of PA in Russia is estimated (about 56 %). Prevention of soil loss is presented in the form of a triad: a quantitative assessment of the degree of soil degradation, the introduction of endangered natural soils in the Red Books (lists) and the development of proposals for the organization of new PA with the inclusion of “Red Book” soils. Topical issues are the problems of preserving soil diversity in significantly anthropogenically altered regions, as well as determining the minimum area of a protected site that is necessary and sufficient to preserve virgin soil as a specific taxonomic unit.

REGIONAL SAFETY

Abstract

The purpose of the work is to develop and substantiate approaches to the formation of indicators of threats to regional personnel security.

The methodological basis of the research is the fundamental provisions of economic theory. The research is based on the analysis of scientific works in the field of economic security in general and regional personnel security in particular. General scientific methods of formal logic, synthesis and analysis were used in substantiation of the approach to the disclosure of the content of indicators and their composition for the assessment of regional human resources.

In the article on the basis of in-depth analysis of regional personnel security threats the authors propose a reasonable addition of groups of their systematization, which allows to establish more clearly the relationship of this type of security with other types. On the basis of the proposed priority characteristics of the indicator as a reflection of the content of the threat, the composition of indicators of regional personnel security characterizing demographic threats is determined.

As a result of the analysis of indicators proposed by scientists, the article concludes, firstly, on the need for an integrated approach in the formulation of the definition of security indicators, and secondly, on the recognition of priority in the characteristics of indicators of the requirement to reflect the content of threats or their impact on the system, the security of which is provided.

Abstract

Defined in the Strategy development of small and medium enterprises until 2030 the significant increase in their number and volume of products should be based on the account of risk phenomena. Defining this it is important to analyze the regulations and trends that characterize the existing levels of catastrophic business risk. The paper discusses methodological and empirical aspects of the assessment of catastrophic risk, as well as the calculation formula for determining its level. Official statistics on the number of liquidated enterprises for the period from 2010 to 2017 were used as information. Functions density of normal distribution describing the developed values of catastrophic risks on sets of the enterprises located in all regions of Russia are given. The results of studies have shown that the level of entrepreneurial risk is influenced by crisis phenomena in the economy, as well as the presence of differentiation levels of catastrophic risk on a territorial basis. Lists of regions of the country with the maximum and minimum values of the existing entrepreneurial risks are given. The results of the research can be used by entrepreneurs, employees of banks and other credit institutions, as well as departments of federal, regional and municipal governments related to the regulation of entrepreneurial activity.
