

New Risks in the Field of Civil Defense and Possible Approaches to Their Regulation
Abstract
An analysis of civil defense risks caused by increasing damage from hazards arising from military conflicts and military operations was carried out and an approach to managing these risks was systematized. Particular attention is paid to regulatory legal acts adopted in 2023-2024, which are aimed at increasing the efficiency of regulating these risks. Measures are considered to ensure the safety of the population and minimize damage.
