

Safety and Risks of Chemical Processes
Abstract
Results of system analysis of statutory wording and evidentiary disclosure of intentions of Regulators (state and corporate) that govern the chemical process safety in the legal / administrative field are presented. It has been noted that the legal nomenclature of notions in place for safety control and management automation purposes is not completely adequate. In order to deal with practical challenges in the field of control and management of safety risks of designed and operating chemical processes on the basis of digital tools by bringing a physical sense to legal and administrative terms (including clarification of the link between safety and risks), the basis of the conceptual apparatus in the field of safety for engineering and operating that properly conform to legal one is developed. The undoubted usefulness of the approach presented to practitioners can be seen in the example of specification of pan-process “declaratory” safety objectives into processspecific auditable “production” ones.
