Was born on January 21, 1936. The colonel (1976) in resignation. Education is the highest. Graduated from Military academy of chemical protection in1958. InArmed forces of theUSSRserved 38 years. Within 29 years passed military service at various scientific positions in Central Research and Development Institute of RHB of protection, since 1982 fulfilled duties of the deputy chief of institute on scientific work. Under its management many modern means of RHB-investigation were developed.
In 1986 V.P. Malyshev took active part in recovery from the accident on the Chernobyl NPP. The methods of deactivation of territories of the station developed under its management allowed divisions of chemical troops and troops of civil defense to remove radioactive pollution in a short time that provided expansion of works on construction of the shelter for the destroyed 4th block of the NPP and commissioning of other three power units.
In February, 1987 it is appointed the deputy chief of the All-Russian Research Institute of GOChS on scientific work. Under its direct management 40 research works on questions of creation of Universal State System of Prevention and Response to ES, justifications of the main directions of reforming of civil defense, development of programs of further development of forces and means of Emercom of Russia were performed. Since 1997 works in the Center of strategic researches of civil protection as the chief specialist.
Doctor of Chemistry (1979), professor (1983), "Honored worker of science of theRussian Federation" (2008). Length of service in Emercom of Russia – since 1987.
Is a large expert in the field of chemical safety, civil defense, protection of the population and territories of the country from emergency situations of natural and technogenic character.
The author more than 300 scientific works, from them 12 monographs, 7 manuals and 36 standard and methodical documents. It is a lot of forces and energy gives to preparation of scientific shots, formation of new schools of sciences and implementation of the latest technologies. Under its scientific management and consultation 2 doctor's and 10 master's theses are defended.
Now directs works on formation of new shape of civil defense, justification of organizational and legal, settlement and analytical and economic approaches of functioning of civil defense at the present stage, development of normative and technical requirements for the organization and holding actions for protection of the population against a wide range of threats and calls. With its active participation fundamental modern normative documents in the field of civil defense, construction of forces and means of Emercom of Russia, development of a system of the ministry, safety of the population of the Russian Federation and security of crucial and potentially dangerous objects and also on ensuring radiation, chemical and biological safety are prepared.
For complex researches in the field of civil defense, construction of forces and means of Emercom of Russia, development and the edition of the scientific and methodical work "Bases of the Organization and Conducting Civil Defence in Modern Conditions" to V.P. Malyshev in 2006 the award of Emercom of Russia for scientific and technical developments is awarded.
It is awarded with government and departmental awards. An award for service VS USSR. He is married two children – sons in a stock.
