Igor Borisovich Kotlobovsky was born on February 26, 1950 in the city of Solnechnogorsk, Moscow Region.
He graduated from the Faculty of Mechanics and Mathematics of Moscow State University (1972) and graduate school of the Faculty of Economics of Moscow State University (1977) in the Department of Mathematical Methods of Economic Analysis. Candidate of Economic Sciences (1979).
He worked at the Faculty of Economics as a junior researcher, senior researcher, assistant, associate professor, head of the department of risk management and insurance (since 1996). Repeatedly elected to the United Trade Union Committee (OPK) of Moscow State University. He worked as the head of the organizing department of the defense industry complex (since 1986), deputy chairman of the defense industry complex (since 1988), chairman of the defense industry complex (since 1991).
Research interests: operations research, risk theory, risk management, actuarial mathematics, insurance business. Vice-Rector of Moscow State University (2008-2016).
Member of the Expert Council on Actuarial Activities of the Central Bank of the Russian Federation, member of the Expert Council on Insurance Legislation of the State Duma Committee on the Financial Market, member of the Interregional Banking Council under the Federation Council of the Federal Assembly of the Russian Federation, member of the Board of the Second Scientific Society of Insurance Knowledge, member of the Editorial Board of the journal "Insurance Business," President of the Asia-Pacific Risk and Insurance Association (APRIA) in 2013-2014.
He worked as a coordinator of the TACIS project "Insurance Education" (1995-2001), repeatedly participated in international projects as an expert on insurance and actuarial mathematics. He performed research for the Bureau of Economic Analysis, the Ministry of Economic Development, the Ministry of Agriculture, the Federal Insurance Supervision Service of the Ministry of Finance, the Russian Union of Insurers, the Central Bank of the Russian Federation, the Ministry of Emergencies and other structures.
He teaches courses: "Risk Management and Insurance," "Actuarial Calculations" (bachelors), "Risk Management," "Actuarial Calculations in Life Insurance" (masters).
Prepared 14 candidates of economic sciences.
Laureate of the M.V. Lomonosov for pedagogical activity (1999).
He published about 100 scientific papers, including in foreign publications. Author and co-author of monographs, sections in textbooks. Editor of 8 monographs and collections of scientific works.
Chairman of the Joint Trade Union Committee of Moscow State University.
Member of the Central Committee of the trade union of education and science workers of the Russian Federation, President of the Eurasian Association of Trade Union Organizations of Universities (since 1992).
He was awarded medals of the Order "For Merit to Patronymic" I degree (2005), II degree (2001), "In memory of the 850th anniversary of Moscow" (1997), Honorary badge of the FNPR "For active work in trade unions."
