Since 1973, upon termination of theMoscowaviation institute, worked in TsAGI. From 1979 to 1991 at party work in the city ofZhukovsky.

Since September, 1991 - the head of department of the State committee on affairs of civil defense, emergency situations and natural disaster response under the President of theRussian Federation.

On July 1, 1992 it is appointed the chief of the State central airmobile saving group.

Perfectly understanding diversity of tasks which face group within creation and development of saving formations of airmobile reaction, considering foreign experience M.I. Faleev in difficult conditions of the beginning of the ninetieth years managed to solve, with big support of the Chairman of the Committee Shoygu S.K., his first deputy Vorobyov Yu.L., a number of the key problems which defined further development of group. Among them - the place of basing of group which became the platform of an airline hub Ramenskoye in. Zhukovsky. Now in the city besides group two more organizations Emercom of Russia are based: Federal State Unitary Air Enterprise (FSUAE) and air rescue center. M.I. Faleeva managed to be brought together under the aegis group of enthusiasts of saving business, qualified specialists with high call of duty.

At a stage of formation of group it was begun, together with experimental design bureau of Ilyushin, work on completion and practical application of aviation spray devices which are used by planes of aviation groups of Emercom of Russia at suppression of many types of the fires now.

It is a lot of forces and time gave to questions of working off of aviation saving technologies. This work started from scratch. In 1993 entered the first IL-76 plane service. Development of helicopter technologies began. At first by Mi-8 helicopters, and then and on executed according to the special specification Vo-105. Under its management technical requirements prepared for the domestic saving tool.

The solution of personnel questions, especially in a key link – search and rescue division was one of the major areas of work those years. In this plan practical participation in work on preparation of the Federal law of August 22, 1995 No. 151-FZ adopted by the State Duma of the Russian Federation "About rescue services and the status of rescuers", and earlier entering into tariff and qualification reference books of a profession "Rescuer" was the considerable phenomenon. It in many respects promoted growth of the authority of this profession on the country.

In 1993 rescuers of group for the first time participated in the international exercises inAustria, and in 1995 staged large-scale drills on the North Pole which adequately showed ability of group to the expeditious and qualified emergency response in any conditions.

Those years under the leadership of M.I. Faleev purposeful work on creation and strengthening of material equipment of group was carried out.

On the first base of group rooms of a warehouse and motor transportation service were built the office building. There were first rescue cars at first on GAZ-66 base, then KAMAZ. On arms of group the advanced foreign equipment arrived. Various types of the hydraulic rescue instrument of both domestic, and import production are mastered.

The equipment of mobile base camps, means of communication, medical and economic support of saving formations was improved.

But besides organizing work, being on a post of the chief of M.I. Faleev group took personal part in holding rescue operations. Repeatedly organized humanitarian actions in tasks of Emercom of Russia in territories of the CIS countries, in the 90th years personally directed the autogroup delivering freights of humanitarian aid toBosnia and Herzegovina. Participated in rescue operations on Ufa Oil Refinery, suppression of a warehouse of ammunition inArmenia, assistance to civilians ofChechnya, worked at the place of crash of the A-310 plane near Mezhdurechensk, in search and rescue operations at mitigation of consequences of an earthquake in Neftegorsk.

Creation in staff of group of friendly atmosphere, the atmosphere of mutual support, a situation of responsibility of each member of collective for the charged business was distinctive feature of style of the guide of M.I. Faleev on a post of the chief of group. Demanded professional development and independence of leadership team in the solution of essentially new tasks and increases in their responsibility for the end result of work.

As the head managed to rally around himself adherents with whom during work in group, and then on senior positions in the Ministry, to solve many problems which at the beginning of the 90th years sometimes seemed impracticable.

Thanks to it the group became a peculiar base of the Ministry of development, development and implementation of new technologies in practice of work of search and rescue formations.

The resolution of the Government of theRussian Federationof November 5, 1996 No. 1327 Faleev M.I. is appointed the Deputy Minister for Civil Defense, Emergencies and Disaster Relief of theRussian Federation.

Now works as the chief of the Center of strategic researches of civil protection of Emercom of Russia.
