"On the one hand, human life cannot be valued by a finite sum of money. On the other hand, it can be compared with benefits that have a final monetary expression. After all, for example, people engaged in harmful or dangerous production receive additional benefits - a high salary, early retirement. There is a contradiction. But it is easily eliminated if you distinguish between the life of an individual and the life of a statistical person. If a particular person is in danger, you cannot stand with a calculator in your hand and calculate the costs of salvation. There is no amount that expresses the value of his life. When it comes to an acceptable or acceptable risk, you can calculate the cost of reducing it, and therefore the value of average life. Moreover, there is always a limit to such costs, otherwise they become impractical. This limit largely depends on the level of economic development of the country.
The cost of an average life comes in two ways. One determines the amount of compensation that is paid to the relatives of the victims. The second is the amount spent on preventing dangerous situations for humans or mitigating their consequences (it is called the optimization cost). The price of improving safety, as a rule, is several times higher than the compensation cost.
According to our calculations as of 2012, the cost of average life in Russia should be 5 million rubles, and the amount of compensation should be in the range from 3.5 to 6.5 million rubles for working age. The optimization cost in different sectors of the economy varies from 30 to 130 million rubles, with a central value of 80 million. In addition to increasing these indicators, it is also necessary to develop life insurance. In this regard, Russia lags behind not only developed countries, but also a number of countries with economies in transition. And the development of the insurance system would reduce the burden on the state budget."
