The chief of Federal state budgetary institution "The All-Russian Research Institute on Problems of Civil Defence and Emergency Situations of Emercom of Russia" (the federal center of science and high technologies) (Federal State Budgetary Institution All-Russian Research Institute GOChS (FTs)), the major general of a stock, the Doctor of Engineering, professor, the honored worker of science of the Russian Federation, 1961 year of birth, is an outstanding scientist in the field of cross-disciplinary researches and creation of methodology of the analysis and management of risk of emergency situations of natural and technogenic character.

Akimov Valery Aleksandrovich was born on February 2,1961 inthe city ofKovrovof theVladimirregion.

Author more than 350 scientific works, including more than 30 monographs and 15 textbooks.

In 1983 graduated from Military engineering and space academy to them. A.F. Mozhaysky in "Software of ACS", in 1999 – the Russian academy of public service under the President of the Russian Federation in "Public administration and national security".

Since 1994 passed military service at various scientific positions in the organizations of Emercom of Russia. In 1994-1995 – the deputy chief of research department of Academy of civil protection of Emercom of Russia. From 1995 to 2001 – the chief of research management, the deputy chief on scientific work of the All-Russian Research Institute on problems of civil defense and emergency situations.

These years Akimov V. A. took active part in creation and improvement of the state system of monitoring and forecasting of emergency situations for which introduction to it the award of the Government of theRussian Federationin science and technology for 1999 is awarded.

For a complex of research works on creation of the integrated systems of supervisory control in emergency situations to Akimov V. A. in 2000 the award of Emercom of Russia for scientific and technical developments is awarded.

In 2002 - 2008 was the chief of the Center of strategic researches of civil protection of Emercom of Russia. During this time the Center became the leading scientific organization in theRussian Federationfor the solution of strategic problems of improvement of civil defense, protection of the population and territories from emergency situations, risk analysis of accidents and natural disasters, formation of a safety culture of activity of the population, sociology and history of crises and accidents.

Since 2008 till present V.A. Akimov holds a position of the chief of Federal State Budgetary Institution All-Russian Research Institute GOChS (FTs).

Under the scientific guide of Akimov V. A. the basic and priority directions of scientific and technical policy of Emercom of Russia are implemented, namely: development of the general theory of safety and applied methods of the analysis and management of risk of emergency situations; scientific and methodical ensuring state policy in the field of civil defense and protection of the population against accidents and natural disasters; scientific and practical ensuring legislative, legal and standard regulation in spheres of responsibility of Emercom of Russia; scientific and methodical ensuring formation of a safety culture of activity.

Akimov V. A. created widely known in the country and abroad school of sciences on development of theoretical bases and applied methods of a research of crises and accidents of a modern civilization. The main results of these researches are published in monographs, scientific and methodical works, the leading reviewed scientific magazines and were highly appreciated by the international scientific community.

At the direct guide of Akimov V. A. more than twenty international scientific and practical conferences on problems of a research of risks in political, economic, social, scientific and technical and natural and technogenic spheres are prepared and held.

The technologies developed under the scientific guide of Akimov V. A. and technical means repeatedly won prizes and diplomas at various domestic and international exhibitions and salons.

Akims of V. A. takes active part in pedagogical activity. In 2002 it created basic department Emercom of Russia in MATI – RGTU of K.E. Tsiolkovsky "Natural and technogenic safety and management of risk" on which qualified specialists with the higher education in "Health and safety in a technosphere" and scientific shots of the top skills in "Safety in emergency situations" prepare.

Akims V. A. is a full member of a number of the international and national scientific academies, the Chairman of the board of chief designers of AIUS RSChS, the vice president of the Russian scientific organization of risk analysis, the editor-in-chief of the international scientific and practical magazine "Emergency situations: science and education", the member of editorial boards of the scientific magazines "analiza riska Problemy", "Upravleniye riskom", "Security concern and emergency situations", "Technologies of civil safety", "Scientific and educational technologies of prevention and emergency response", the member of scientific councils of Security Council of the Russian Federation, Military Industrial Complex at the Government of the Russian Federation, JSC Gazprom and Emercom of Russia, the vice-chairman of Advisory council of Emercom of Russia, the chairman of dissertation council at Federal State Budgetary Institution All-Russian Research Institute GOChS (FTs), the member of dissertation council at AGZ Emercom of Russia.

Akims V. A. Kazakhstan and Kyrgyzstan is awarded with the state awards of the Russian Federation and departmental awards of Emercom of Russia, Russian Defense Ministry, the Ministry of Internal Affairs of the Russian Federation and the Ministry of Emergency Situations of the republics Belarus, Kazakhstan and Kyrgyzstan.
