Статья посвящена актуальной проблеме риск-ориентированного управления регулируемыми закупками, обусловленной высокой значимостью государственных, муниципальных закупок и закупок госкомпаний в национальной экономике в условиях кризиса. Цель исследования — обобщить предыдущие работы автора, в которых последовательно, с 2016 г., изучались различные аспекты управления рисками: общие подходы, методологии и модели, особенности выявления и учета неявных рисков в сфере государственных и муниципальных закупок, влияние цифровизации на принятие управленческих решений в условиях неопределенности.Благодаря проведенной системной работе автор обосновывает современную концепцию риск-ориентированного управления регулируемыми закупками, основанную на таких принципах, как: динамичность, клиентоцентированность, интегрированность в систему управления закупочной деятельностью компании, функциональность в рамках платформенной экономики.Методология исследования основана на сочетании методов анализа, синтеза, экспертных оценок и принятия управленческих решений.В отличие от других исследований по аналогичной тематике, новизна предлагаемой автором концепции заключается в учете и картировании рисков закупок не столько с точки зрения соблюдения бюджетного законодательства, сколько с точки зрения качества принятия управленческих решений специалистами закупочных служб. Это позволит улучшить менеджмент в системе государственного и муниципального управления.Теоретические результаты связаны с развитием теории государственного регулирования экономики, управлением государственными и муниципальными закупками. Практическая ценность работы связана с разработкой карты рисков нового типа для внедрения современного риск-ориентированного управления регулируемыми закупками. 

The article is devoted to the current problem of risk-based management of regulated procurement, due to the high importance of state, municipal procurement and procurement of stateowned companies in the national economy. The purpose of the study is to summarize the author’s previous works, which have consistently, since 2016, studied various aspects of risk management: general approaches, methodologies and models, features of identifying and accounting for implicit risks in the field of state and municipal procurement, the impact of digitalization on management decision-making in uncertainty.Thanks to the systematic work carried out, the author substantiates the modern concept of riskoriented management of regulated procurement, based on such principles as: dynamism, customer focus, integration into the company’s procurement management system, functioning within the framework of the platform economy.The research methodology is based on a combination of methods of analysis, synthesis, expert assessments and management decision-making.Unlike other studies on similar topics, the novelty of the concept proposed by the author lies in the accounting and mapping of procurement risks not so much from the point of view of compliance with budget legislation, but from the point of view of the quality of management decisionmaking by procurement specialists.Theoretical results are associated with the development of the theory of state regulation of the economy, the management of state and municipal purchases. The practical value of the work is associated with the development of a new type of risk maps for the implementation of modern risk-based management of regulated procurement.
