Несмотря на рамочный характер законодательства, не предписывающего конкретные методики, выявлена ключевая системная разница — зарубежный подход интегрирует анализ риска на всех стадиях жизненного цикла производственного объекта, в то время как российский делает особый акцент на стадии проектирования. Несмотря на свободу выбора инструментов, именно метод «Анализ опасности и работоспособности» является наиболее эффективным решением для анализа риска аварий на этапе проектирования, что подтверждается как лучшими мировыми практиками, так и отечественными нормативными документами.</p></abstract><trans-abstract xml:lang="en"><p>This article provides a review of regulatory requirements in Russia and foreign countries concerning the application of accident risk analysis methods at the design stage of industrial facilities. Despite the framework nature of the legislation, which does not prescribe specific methodologies, a key systemic difference has been identified: the foreign approach integrates risk analysis at all stages of the industrial facility's life cycle, whereas the Russian approach places particular emphasis on the design stage.
